Toledo Edison, by letter dated March 13, 1992 (Reference Serial Number 2026), submitted an application for an amendment to the Davis-Besse Nuclear Pover-Station (DBNPS), Unit 1 Operating License Number NPF-3 Appendix A, Technical Specifications (fS), proposing changes involving TS 3.4.11, Reactor Coolant System - Reactor Coolant System Vents, and-TS 6.9.2,-Reporting Requirements - Special Reports.

The Reactor Coolant System (RCS) Loop 2 vent path became inoperable on March 1, 1992, when it was manually isolated by valve RC 44-to minimize rotential RCS leakage. To avoid an unwarranted plant shutdown in the j.

event that the inoperable RCS Loop 2 vent path could not-be returned to l-

- operable status within the 30 day allowed outage time of TS 3.4.11, Toledo Edison requested that this license amendment application be processed in the manner alloved by 10-CFR 50.91(a) for exigent or emergency circumstances.

l Toledo Edison, by letter dated March 20, 1992-(Reference Serial Number 2032), also submitted a request for a Mmporary valver of compliance with TS Action 3.4.11.a to allow the plant to continue operating in Mode 1 while the previously submitted application for a license amendment was processed.

Toledo Edison has kept the Nuclear Regulatory Commission (NRC) staff-informed (by telephone) of its ef forts to restore the affected RCS Loop 2 vent path to operable status.

On March 25, 1992, the RCS Loop 2 vent path solenoid valves RC 4610A and RC 4610B vere stroked (from the control room) to ensure a proper seating.

On March 26, 1992, a o

L containment entry was made to open upstream manual valve RC 44.

No discernible leakage,from RC 4610A and RC 4610B vas observed at that timo.

Therefore, Valve RC 44 was left opea and the TS 3.l.11 Action

'above, Toledo Edison notified NRC Office of Nuclear Reactor' Regulation (NRR) Project Directorate III-3 Director J. N. Hannon by telephone on March 30, 1992, that the request for a temporary valver of compliance was withdrawn, and that exigent or emergency processing of the license amendment application was no longer required. However, Toledo Edison requests that the proposed license amendment application be processed in an expeditious manner.
