In your August 1,1984 letter it was noted that Georgia Power Cmpany (GPC) had camiitted to the subnittal of Technical Specifications for the subject iten but had not done so. It was also noted that the NUREG-0737 requirenents had been established for a "long time" and that the NRC staff sought their timely implenentation. GPC was requested to subnit the appropriate Technical Specifications within 30 days of receipt of your letter (if the modifications were cmplete).

GPC wishes to respond to the connents made in your letter. Concerning establishment of the requirenents, the IER Owners Group took exception to Item II.E.4.2(7) shortly after NUREG-0737 was issued. This item was the subject of considerable discussion, and it was not until your letter of July 29, 1983 was issued that the final requirenents were established. With respect to GPC's~ cemit2nent, it was proposed in our August 31, 1983 letter that the required mo-Jifications be implemented during the scheduled 1985 refueling outages. Approval of this proposal was granted by the NRC letter dated Septenber 29, 1983. The GPC letter of April 10, 1984 provided a detailed description of the intended modifications and the Technical Specification revisions which would be subnitted following implenentation.

Although GPC is not obligated to do so until the 1985 outage, we have recently empleted the modifications to Hatch Unit 2. Appropriate revisions to the Unit 2 Technical Specifications are expected to be subnitted by 8408210357 840816 pDRADOCK 05000321 hh PDR s
