Two fuel assemblies, LjM94 and LY3056, were reconstituted at quad-
[
Cities Unit I during the end of cycle <7 outage. A safety evaluation to support the continued use of these fuel assemblies was performed.
The reconstitution process did not involve any significant changes in the mechanical', nuclear or thermal-hydraulic characteristics of the fuel assembly, therefore, previous. safety analyses (References 1 and 2) are unaffected and no new analyses are required, t
Conclusion Recaute the previous Licensing Analyses are not affected by insertion'of the reconstituted fuel:
1.
No changes to the quad-Cities Unit 1 Technical Specification are required, 2.
Use of the reconstituted fuel assemblies at Quad-Cities Unit I does not create an accident or malfunction of a type different from any previously evaluated, 3
The probability of occurrence or the consequences of an accident or malfunction of equipment important to safety, which has been previously evaluated, will not be increased, and 4.
The margin of safety, as defined in the Technical Specifications for Quad-Cities Unit 1, has not been reduced.
Therefore, considering the criteria of 10 CFR 50 59, continued use of the reconstituted fuel assemblies does not involve an unreviewed safety question and does not require prior NRC approval.
