Subject:
Vermont Yankee Program for Environmental Qualification of Electrical Components Within the Scope of 10CFR50.49
Dear Sir:
By letter dated April 11, 1984 (Reference (b)], we provided you with our comprehensive, upgraded program for environmental qualification of eloctrical components within the scope of 10CFR50.49, " Environmental Qualification (EQ) of Electrical Equipment Important to Safety for Nuclear Power Plants". Our program was supplemented by our letter dated June 29, 1984 (Reference (c)].
Since these submittals, we have continued our engineering efforts to ensure compliance with the provisions of 10CFR50.49. The purpose of this letter is to provide you with the enclosed updated Environmental Qualification Master Equipment List - Revision 2.
This list, provided as Enclosure (1) to this letter, supercedes Revision 1 of the Master List which was submitted to you in Reference (c).
The updated list reflects the addition and deletion of certain electrical components as a result of our final EQ engineering verification effort and the completion of numerous EQ-related design changes installed at our facility during the 1984 refueling outage.
Enclosure (2) to this letter lists the component additions and deletions and provides a technical basis for the changes. For the purposes of the future Inspection and Enforcement audit of our compliance to the provisions of 10CFR50.49, we request that Revision 2 of the Master Equipment List be reflected in the NRC's Safety Evaluation Report (SER).
As discussed in our letter dated June 29, 1984 (Reference (c)], it was our intent to complete certain enhancements to our existing Maintenance and l
Surveillance Program prior to startup from our 1984 refueling outage. These enhancements are intended to provide additional assurance that the environmental qualification of necessary electrical components is maintained during the life of the plant. One of the enhancements is the development of component specific Maintenance Information Packages (MIPs) which include AoVf 8408160052 840810 PDR ADOCK 05000271 lIlI P

- W United States Nuclear Regulatory Coasmission August 10, 1984 Attention:
Mr. Domenic B. Vassallo, Chief Page 2 information regarding component maintenance provisions. The MIPs are a subset of component Qualification Documentation Report (QDR) packages which include l
all of the component qualification documentation information required by l
Although all of the information required by 10CFR50.49(d) is available at our plant site or our Engineering Offices in Framingham, Massachusetts, the QDR and MIP packages are presently being finalised. Draft MIP packages or maintenance information supplied by the component vendor is being used by the plant for maintenance and surveillance purposes. However, the formal Maintenance and Surveillance Program enhancements will not be complete until the QDR and MIP packages are finalized and the plant has an opportunity to incorporate the MIP information into the program. We presently expect to complete the finalization of the QDR and MIP packages by December 1984.
We trust that this information is deemed acceptable; however, should you have any questions regarding this matter, please contact us.
Very truly yours, VERMONT YANKEE NUCLEAR POWER CORPORATION J. B. Sinclair Licensing Engineer j
