On May 9,1989. TU Elect ric submitt ed by Refercnce (1) en evaluation of potential thermal stratification effects and leak before-break qualification for the Comanche Peak Unit 1 RHR piping. TU Electric subse.juently submitted a supplemental evaluation by Ref erence (2), to address NRC concerns, which demonstrated that RHR piping integrity will be maintained during plant operation and that the leak-before-break criteria are satisfied.

Reference (2) also providea an overview of the RHR monitoring program and administratice controls that ensure issues arising from the monitorir,g program are addressed in a timely manner Reference (3) provides a response to concerns pertaining to the timeliness of reporting kHR thermal cycling; sensitivity of monitoring equipment, and the type cf welding performed at LBB evaluated critical crack locations discussed durina a telephone conf erence on Septemtier 6, 1 :M 9.

The RHR line has been monitored and data has been collected during the first operating cycle. Westinghouse has evaluated the data and concluded that

, further data collection is not necessary. The evaluation Dy Westinghouse is included in the enclosure. Therefore, we request that the continuetion of ,
