Dear Mr. Weber:
This letter provides information for your use in reviewing the Fort St. Vrain Final Survey Program for Site Release and for evaluating Public Service Company of Colorado's (PSCo) proposed methods for surveying piping systems, as submitted in the referenced letter. The following attachments are provided: is the survey measurement data taken by Scientific Ecology Group (SEG) survey technicians during the NRC's September 27, 1995, inspection.
This data was taken during side-by-side measurements with the ORISE measurement team, and is provided for comparison purposes. is the Technical Basis Document (TBD) package describing instrumentation developed by SEG for surveying internal piping system surfaces at Fort St. Vrain.
This package describes the equipment, detector sizes, j
efficiencies, sensitivities, and other performance characteristics of this instrumentation, as discussed in the referenced letter.
This package includes WCAP-14496, Fort St. Vrain Technical Basis Documents for Piping Survey Instrumentation, dated November 1995 (Proprietary).

One copy of the above attachments is provided to the NRC Document Control Desk and one copy has been provided directly to Mr. David Fauver to expedite the NRC's review.
