1.0 INTRODUCr10N A Primary Containment Integmted 1.cak Rate Test was conducted at Cool,:r Nuclear Station December 8 10, 1991 per CNS Technical Specification 4.7A, CNS Surveillance Pzucedure 6.3.1.3, and 10CFR Part 50, Appendix J, His repon contains a description and analysis of the test as required by 10CFR -

Part 50, Appendix J. Paragraph V.B. The test Technical Data Summary is listed on Attachment 1, 2.0 PREREQUIStrFS All instrumentation used for the Cooper K.tclear Station ILRT met the instrument selection guide (see Attachment 2), and the six month calibration and loop check requirements of ANSI N45.4 - 1972 and ANSI /ANS 56.8 - 1987.

The drywell and suppression chamber were inspected to uncover any structural

' deterioration that could affect the containment integrity or leak tightness. No structural discrepancies were noted. The valve lineups were performed and independently verified, the twelve suppression chamber to drywell vacuum breakers were blocked open to allow pressurization of the torus and two oil-free air compressen with a capacity of 2400 scfm were connected to the air cryer skid and prepared for operation.

3.0 INSTRUMENTATION The following instrumentation was used in the performance of the 1991 Cooper Nuclear Station Integrated Leak Rate Test.

3.1 Pressure Two (2) precision pressure gauges with vibrating stainless steel cylinder type sensors monitored containment pressure. The average of the two readings was utilized in the leakage rate calculations.

3.2' Dewpoint Temperature Six (6) chilled mirror dewpoint hygrometers were installed to measure the containment dewpoint temperature.

3.3 Drybulb Temperature Containment drybulb temperature was monitored by twenty-six (26) platinum Resistance Temperat: re Detectors (RTDs).

3.4 Flow Itate The Dow rate of the superimposed leak required for the veriReation test was measured by a thermal mass Dowmeter.

3.5 Data Acquisition The CNS Plant Management Information System (PMIS) was utilized to collect data from all sensors. A personal computer received the data from the PMIS and performed the necessary calculations.

Instrument weighing factors and locations are listed on attachment 3A.

Pressure and flow instrumentation are shown on Attachment 311.

Pressure and Deweell and IRTD locations are illustrated on Attachments 3C and 3D respectively.

4.0 TEMPEllATUltE STAlllLIZATION The temperature stabilization period began at 14:00 on December 9,1991. The criteria for temperature stabilization were:

1) The latest rate of change of the weighted average containment air temperature, averaged over the last hour, does not deviate by more than 0.5'F/ hour from the average rate of change of the weighted average contained air temperature over the last four hours (ANSI /ANS 56.8-1987).

2): . The rate of change of average temperature is less than 1*F/ hour averaged over the last two hours (llechtel Topical Iteport ilN-TOP 1).

3) The . rate of change of temperature changes less than 0.5'F/ hour averaged over the last two hours, All of the above criteria were met at 18:00 on December 9,1991. Supporting graphs and listings are contained in Attachment 4.

5.0 TYPE A TEST The Type A Test started at 20:15 on December 9,1991. Containment pressure, weighted average temperature and weighted average dewpoint temperature were recorded at appmximately fifteen minute intervals. The total time leakage rate was calculated per Bechtel Topical Report BN-TOP-1, Section 6.0. The mass point calculations were based on ANSI /ANS 56.8-1987, Section 5.7.

The Type A Test was concluded after 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> at 04:15 on December 10,1991.

Attachment 5 contains supporting graphs and listings pertaining to the Type A Test.

6.0 VERIFICATION TEST Immediately following the Type A Test, a metering valve was adjusted on flowmeter FR2 to a flow rate of approximately 5.14 scfm. The Verification Test began at 05:30 on December 10,1991. Containment pressure, weighted average temperature, and weighted average dewpoint temperature were again recorded at appmximately fifteen minute intervals. The total time and mass point leak rate analysis techniques were again employed.

The Verification Test ended at 09:30 on December 10, 1991. Graphs and listin.3 related to the Verification Test are contained in Attachment 6.

7.0 TEST

SUMMARY

Pressurization for the ILRT began at 17:30 on December 8,1991, at a rate of approximately 7.0 psi per hour. - At 01:13 on December 9,1991, a leak was discovered on the drywell vent monitor. The leak was quantified at 3.2 scfm using an electronic mass flow meter and the vent monitor was isolated. The pressurization equipment was secured at 02:05 on December 9,1991 with a peak instantaneous pressure of 72.876 psia.

The temperature stabilization period began at 14:00, the test criteria were satisfied at 18:00 and the Type A Test began at 20:15 on December 9,1991.

Temperature, dewpoint temperature, and pressure data were recorded at approximately fifteen minute intervals during the test.

The Type A Test was completed at 04:15 on December 10,1991, with a Total Time Upper Confidence Level leak rate of .19507% wt/ day and a Mass Point Upper Confidence leak rate of .18013% wt/ day. See Attachment 7A for complete test results.

A superimposed leak of appmximately 5.14 scfm was metered through a mass ,

flowmeter and'the verification test began at 05:30 on _ December 10, 1991.

Acceptability-of the 'ILRT was; demonstrated (see Attachment 7B) and the verification test was completed at 09:30. Depressurization of the primary _

containment began at 11:10 and was completed at 20:15.

The Cooper Nuclear Station Primary Containment Integrated Leak Rate Test was successfully completed demonstrating the leak-tight _ integrity of the reactor -

primary containment and~ the systems and components which penetrate the primary containment.

8.0 - LOCAL LEAK RATE TEST DATA ,

The 1989,1990, and 1991 local leak rate test results aflect the total leakage as determined by testing between containment isolation valves. In 1991, the ,

individual leakage from the inboard and outboard valves of each penetration

- which requimd cornetive or preventive maintenance was also quantified. The

' diffemnce was reported in addition to the Type A leakage. This was done in .

order to reconstruct the "as found" condition of the primary containment befom repairs were made.

' A summary of the local leak rate test data from 1989,1990 and 1991 can be L found in Attaclunent 8A. 'Ihe data includes the as found leakage rates and the as left leakage rates. The leakage adjustments to the 1991 ILRT are listed on -
