Dear Mr. Keppler:
This letter is in response to'the inspection conducted by

Mr. Z. Falevits on January 31 through February 13, 1984,.of activities at LaSalle County Station.
Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements.
The Commonwealth Edison Company response to the Notice of Violation is provided in the enclosure.

Contrary to the above, the following examples of inadequate implementation of procedures were identified.
The following equipment items were found to be in conflict 'ith the w
design drawings and specifications.

A' jumper between TB point (pt.) 29 and pt. 31 on panel 2PL33J is not shown on drawing 1E-2-4505AB Rev. C.
b.
An internal jumpe.r wire on TB pt. 37 to pt. 38 is size #14 while incom}ng cable conductors are size #16, this is contrary to proc.

The tag on relay No. 27/2PL25J designates this relay as spare, (located in panel No. 2PL253) however this relay is being used.
CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED The corrective action and results achieved for each item are as follows:
a The jumper between TB pt. 29 and 31 has been added to drawing a.-
1E-2-4505AB (Per revision D).

The #14 AWG jumper between TB pt. 37 and 38 was probably installed during plant. construction per the Electrical Contractor's Work Instruction-500, terminations.
This procedure states, as does LEP-GM-ll3, that the jumper is to be sized the same as the. incoming field conductors.
The primary purpose for this requirement is to prevent the installation of smaller gauge jumpers and possibility of over-heating a small section of the
' circuit.
In this instance, the incoming field conductors (2VYO84) are #16 AWG so the installed #14.AWG is larger i.e. more current carrying capacity.
Therefore, the installed #14 AWG jumper is acceptable as is.
This was discussed with and concurred to by SNED on May 15, 1984.
c.
-The indicating control lights are wired in accordance with the applicable wiring diagrams.
The light colors on the panels in the field reflect the " Green Board" concept.

Contacts on relay 27/2PL25J were mainly dusty and have been cleaned.
This relay has also been correctly labeled in 2PL253.

Item 1: is an example of the color of panel. indicating. lights being changed to reflect the normal ~ operating status of the equipment involved 1.e. Green Board.- It is LSCS policy not to' change either
.the wiring diagrams or schematics indicating light colors to reflect the Green Board concept.
