l By your letter of Novenber 1,1983 (Generic letter 83-36), Georgia Power i Cmpany (GPC) was requested to propose Technical Specification changes to

reflect the implmentation of certain 'IMI Action Plan Itens. Those itens ,

which were not yet implenented were requested to be addressed at the time of l their empletion. In our response dated February 6, 1984, appropriate changes were proposed for all of the itens addressed by Generic Letter 83-36 with the exception of Iten II.B.3, Post-Accident Sapling Capability. That iten was not fully implenented at the time of our subnittal, but has recently been empleted.

In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59(c) (1), GPC proposes to mend the Plant flatch Units 1 and 2 Technical Specifications (Appendix A to Operating Licenses DPR-57 and NPF-5) to reflect the implenentation of Iten II.B.3. Pursuant to 10 CER 50.91 J. L.

Imdbetta of the Georgia Department of Natural Resources will be provided a copy of this subnittal. W e proposed change reluires that an administrative progran be established, implenented, and maintained to ensure the capability for post-accident sapling and analysis of reactor coolent and drywell atmosphere. We progran is to address (1) training of personnel, (2) procedures for sanpling and analysis, and (3) maintenance of sanpling and analysis equipnent. Instructions for incorporation of the change and the affected Technical Specification pages t.re included in Enclosures 1 and 2.

Stolz, Chief Operating Reactors Branch tb. 4 August 7, 1984 Page 'Iwo consequences of an accident or malfunction of equipnent important to safety would not be increased above those analyzed in the FSAR because the operation of safety-related equipnent is not affected by the proposed change. %e possibility of an accident or malfunction of a different type than any analyzed in the ISAR would not result frm this change because no new failure mode is introduced. The margin of safety as defined in the basis for any Technical Specification would not be reduced by this change because the change constitutes an additional restriction which has no effect on any existing Technical Specification requirenents. The proposed change has been evaluated and determined not to involve a significant hazard. %is evaluation is document (s3 in Enclosure 3.

In accordance with the revised fee schedule, a check for $150.00 is enclosed.
