.Startup man 6gement performed a review of numerous approved preoperatlonel test procedures including those identified in HkC inspection Report _Ho, 50-445/91 67; 50 446/91 61.
An evaluation of the errors in format and content-led to the following conclusions regarding the reasons for the conditions noted in the Notice of Violation:

. approve Preoperational Test Prc<edures contained insuf ficient detail.
