APPLICATION FOR AMENDMENT TO OPERATING LICENSE

' Pursuant to Section 50.90 of the regulations of the U.S. Nuclear Regu-latory Commission (the " Commission"), Duquesne Light Company ("DLC"), holder of Operating License No. DPR-66, hereby requests that the Technical Speci-fications set.forth in Appendix B be deleted.

Based on the guidance provided by the Connission and examples of changes not likely to involve a significant hazards consideration, published in the Federal Register (48 FR _14864), we have determined that the proposed ' change falls within the following commissions examples:

(iv) A relief granted upon demonstration of acceptable operation from an operating restriction that was imposed because acceptable operation was not yet demonstrated.

Therefore, in accordance with 10 CFR 50.92, we have determined this proposed change is not likely to involve a significant hazards consideration.

WHEREFORE, Applicant respectfully requests that Appendix B to Operating License No.-DPR-66 be deleted.
