DOCKET NO. 50-461 ENVIRONMENTAL ASSESSMENT AND FINDING Of NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of an amendment to facility Operating License No NPF-62, issued to Illinois Power Company and Dairyland Power Cooperative Inc. (the licensee),

for operation of the Clinton Power Station, Unit No.1, located in DeWitt County, Illinois.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action

-The proposed amendment would revise Technical Specification (TS) Section 3.3.4.1 to allow use of the Clinton Power Station (CPS) Anticipated Transient Without Scram Recirculation Pump Trip (ATWS-RPT) system test switches during operational condition 1 (RUN MODE) and to extend the out-of-service time for one channel from 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

The proposed action is in accordance with the licensee's application for amendment dated December 17, 1990, as supplemented by letter dated December 17, 1991.

The Need for the Proposed Action The proposed change to the TS is required in order to make the CPS TS consistent with other BWR-6 plants.

with 10 CFR 50.62.

The current TS do not allow having more than one channel in a trip system inoperable.

The ATWS-RPT test switch design renders both channels in a trip system inoperable.

The proposed TS change will allow greater flexibility for maintenance and surveillance activities on the ATWS-RPT system.

Environmental Impacts of the Proposed _ Action The ATWS-RPT instrumentation is nonsafety related.

It is used to limit the consequences of a failure to scram during an anticipated trarvient.

The proposed changes do not result in any changes to the plant design, operation, or the setpoints of the ATWS-RPT instrumentation, and do not increase the probability or consequences of an accident. No changes are being made in the types of any ef fluent that may be released offsite, and there is no signif t-cant increase in the allowable individual or cumulative occupational radiation exposure.

Accordingly, the Commission concludes that this proposed action would result in no significant radiological environmental impact.

With regard to potential nonradiological impacts, the proposed change to the TS does not affect nonradiological plant effluent and has no other l

l environmental impact.

Therefore, the Commission concludes that there are no significant nonradiological environmental impacts associated with the proposed amendment.

Alternative to the Proposed Action Since the Commission concludes that there are no significant environmental effects that would result from the propsaed action, any l

alternatives with equal or greater environmental impacts need not be evaluated. -

The principal alternative would be to deny the requested amendment.

1his would not reduce environmental impacts of plant operation and would result in reduced operational flexibility.

Alternative Use of Resourcti This action does not involve the use of any resources not previously considered in the Final Environmental Statements for the Clinton power Station Unit No. 1 dated May 1982.

3 Aaencies and Persons Consulted The NRC staff reviewed the. licensee's request and did not consult other agencies or persons.

FINDING Of ho SIGNIFICANT IMPACI Based upon this environmental assessment, the Commission concludes that the proposed ' action will not have a significant effect on the quality of the human environment. Accordingly, the Commission has determined not to prepare an environmental impact statement for the proposed license amendment.

For further details with respect to this action, see the request for amendment dated December 17, 1990 and revised December 17, 1991, and the final Environmental Statement for the Clinton Power Station dated May 1982, which m-1.
