Clinton Power Station Unie 1 HPCS Diesel Cenorator Oualification Testing

Dear Hr. Schwencer:

In letter U-0715, dated June 13, 1984 Illinois Power agreed to supply the NRC applicable test data to further substantiate IIPCS diesel generator reliability. In this letter, we are submitting data obtained from General Electric (CE) on teato performed on diesel engines representative of those used in the Clinton Power Station (CPS) HPCS.

Many of these engines are of tandem configuration, where either both or

, at least one is a 16 cylinder Electric Hocive Division of General Motors model EMD-645E4 engine.

The report consists of data on qualification tents of model EMD-645E4 engines that demonstrate restarting reliability and load pickup capability. This data was obtained from testing four 16 cylinder engines, representing a total of 1200 starts without a single failure.

Three data seta were for Horrison-Knudsen supplied equipment, and one data set was for Stewart & Stevenson supplied equipment.

Satisfactory field installation of the CPS IIPCS diesel generator will be demonstrated by the pre-operationni test program, as previously outlined in letter U-0715.

We are in the process of obtaining data on 20 start tests of the site-installed ilPCS diesel generator at Kuo Sheng. This 16 cylinder engine is identical to the one used at CPS. Ilowever, the data is proprietary. General Electric has requested Taiwan Power Company to release this information, but some delay is anticipated in obtaining concurrence. When the data is released, we will transmit it to the NRC.
