Service Water System Problems Affecting Safety-Related Equipment, San Onofre Nuclear Generating Station, Unit 1 This letter provides confirmation that we have completed implementation of our program devc'oped in response to Generic Letter 89-13 at San Onofre Unit 2.

Generic Letter 89-13, dated July 18, 1989, prcvided recommended actions to address verious problems with service water systems.which,-in the past, have led toLsystem degradation _or failure at sore plants.

The' Generic Lettar requires licensees to develop programs to ensure that their service water-

! systems are _ capable of. performing in accor dance with their licensing bases.

Our first submittal, Reference 1 above, provided a description _ of the' program Lto betim)lemented at-San Onofre Units-1, 2, and.3. The NRC accepted this program )y_ Reference 2.

This letter confirms that our Generic Letter 89-13 program was implemented at Unit 2 during-the recent Cycle 6-refueling outage.

The detailed documentation

- of our program is being retained in appropriate plant records.

This satisfies the; Generic Letter _89-13 reporting requirements for San Onofre Unit'2.

Our Generic Letter 89-13 program was implemented at San Onofre Unit I during the Cycle 11 refueling outage, as reported in Reference 3.

Implementation at San Onofre Unit 3 will be comphted during the upcoming Unit 3 Cycle 6 refueling outage, as stated ir. Reference 1.
