Gentlemen:
This refers to the inspection conducted by Messrs. J. H. Joyner and
E. W. McPeek of this office on May 16, 1975, of the safeguards con-
trol provided by the University over the special nuclear material
possessed pursuant to NRC License Nos. R-58 and SNM-1512. This refers
also to the discussions of our f adings held with you at the conclu-
sion of the inspection.
The area examined during this inspection was your program for safe-
guarding special nuclear material under the applicable provisions of
Title 10, Code of Federal Regulations, Part 70, "Special Nuclear
Material," and specific requirements of the above licenses. Within
this area, the inspection consisted of selective examinations of
procedures and representative records, interviews with facility
personnel, and observations by the inspeptors.
During the inspection, it was found that certain activities under your
licenses , appear to be in noncompliance with NRC requirements.
The items
and references to pertinent requirements are listed in the enclosed
Summary of Findings.
This notice is sent to you pursuant to the provisions of Section 2.201
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations.
Section 2.201 requires you to submit to this office,
within 20 days of your receipt of this notice, a written statement or
explanation in reply including: (1) corrective steps which have been
taken by you, and 'the results achieved; (2) corrective steps which will
be taken to avoid further noncompliance; and (3) the date when full
compliance will be achieved.

,
Contrary to 10 CFR 70.51(d), the licensee has not perfonned annual
physical inventories of special nuclear material (SNM) in his
possession.
This infraction had the potential for causing or contributing
to an occurrence related to common defense and security.
B.
Deficiency
Contrary to 10 CFR 70.3, the licensee has exceeded the U-235
possession limit specified in License No. SNM-1512.
This item is a deficiency.
