@\\'ED l\\UG 3 1904 In response to the the Order of the Nuclear Regulatory Commission (Docket No. 50-289 SP Restart) requesting public coninent on the resolution of management concerns affecting Three Mile Island Unit 1 restart, I feel stror. gly that the NRC has not adequately resolved all outstanding issues pertaining to TMI-1 restart, and the NRC's 1979 shutdown order should remain effective indefinitely.
Outstanding issues yet to be resolved -- if, in fact, they can ever be fully " resolved" -- include the criminal conviction of Metro-politan Edison, the current grand jury investigation accidently referred to by an NRC staffer, allegations of cheating by reactor operators on certification tests, incomplete' consideration of management issues by the NRC's Appeal Board, and the ongoing lack of progress on the cleanup of THI-2.
I feel confident that my views are shared by the great majority of my constituents in the 17th Congressional District.
As I stated in my December 7,1983 letter to you on this subject, "The 1979 accident at Three Mile Island is still with us.
Until all traces of that frightening fiasco are erased -- including the radioactive wastes festering at Unit 2 -- restart of Unit 1 should remain an unopened file."
