This letter provides information requested by the Board regarding the schedule established by Applicants Carolina Power

& Light Company and North Carolina Eastern Municipal Power Agency for testing and inspections of the two Transamerica Delaval, Inc. (TDI) diesel generators installed at the Shearon Harris Nuclear Power Plant for standby emergency power.

formed an owners group to resolve generic technical and regula-tory issues associated with identified operational problems with TDI diesels. On March 2, 1984, the TDI Owners Group sub-mitted a "TDI Diesel Generator Owners Group Program Plan" to the Director of the NRC's Office of Nuclear Reactor Regulation.

This program plan consists cf three major components:

1) resolution of generic problems;
2) design review of important engine components and quality revalidation of important attributes for celected engine components; and
3) expanded engine testing and inspection.

The TDI Owners Group program plan identified sixteen sig-nificant potential generic problems with the diesel generators.

Phase I of the Owners Group program is to identify technical resolutions of each of the generic problems as they might be applicable to the various configurations of TDI diesel genera-tors. (There are significant differences between the R-48 en-gines at the Shoreham, River Bend and Rancho Seco Plants; the V-16 engines at Grand Gulf, Catawba, Perry, Comanche Peak, Vogtle and Harris Plants; the V-12 engines at the Midland Plant; and the V-20 engines at the San Onofre Plant.) As of this date, Phase I reports covering each of the sixteen origi-nally identified problem areas applicable to the V-16 engines at the Harris Plant have been submitted to the NRC for review.

Several supplemental reports will be submitted in the near fu-ture. The first Safety Evaluation Report on a V-16 engine --

. Grand Gulf -- was issued by the NRC on July 24, 1984.

The TDI Owners Group is continuing its efforts on the de-sign review / quality revalidation program (Phase II). A Phase II report is due to be submitted to the Applicants at the end of October. Thereafter, each individual utility will submit to the NRC a Phase II report applicable to its specific diesel generators. It is not anticipated that completion of Phase II design review and quality revalidetion will be required prior to licensing plants for operation through at least one fuel cycle.

The third aspect of the TDI Owners Group program is indi-vidual inspections and testing of engines. The Harris inspec-tion program began July 16, 1984 ou both engines. The engines have been disassembled and are in ti:e process of undergoing vi-sual,. eddy-current, and ultra-sonic i:.spections; hardness testing; material checks; verification of as-built dimensions; b_ ~

Where deficiencies are identified corrective action will be initiated. This preoperational inspection program is expected to be completed on August 31, 1984. Applicants would be in a position to sub-mit the results of the preoperational inspection program after their receipt of the Phase II Report, sometime during the last quarter of 1984.

Subsequent to the pre-operational inspection, both diesels will undergo operational testing, presently scheduled for the last quarter of 1984 and early 1985. Thereafter, a post-operational inspection will be conducted, presently sched-uled for March and April 1985.
