The changes proposed in the attached application are the direct result of plant modifications to implement the requirements of Item II.K.3.18 of NUREG-0737 (Reference 1).
Via Reference 6, the BWR Owners' Group (BWROG) sent to the NRC a study of alternatives to the present ADS actuation logic.
This report also identified modifications that would eliminate the need for manual ADS actuation during postulated accident conditions to ensure core coverage.
In Reference 2 the Authority formally endorsed this report.
Th6 NRC evaluated the Owners' Group report and concluded that two of the seven alternatives are acceptable (Reference 3).
The Authority subsequently decided to implement the first of these two acceptable alternatives elimination of the high drywell pressure permissive and the addition of a manual inhibit switch (Reference 5).
The NRC closed the issue, finding the proposed modifications acceptable (Reference 4) based upon the Authority's commitment to complete the modification by April 30, 1985.
The Authority plans to complete these modifications during the upcoming Fall 1984 outage - well in advance of the April 1985 commitment date.
Since your approval of these changes is required prior to startup from this outage, your prompt attention to this amendment application is requested.
In accordance with 10 CFR 50.91, a copy of this application, with attachments, is being provided to the designated New York State official.
Enclosed is a check for $150.00 as the application fee per 10 CFR 170.12 (c), which the Authority pays under protest pending a final determination of the legality of the fee schedule.
