Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No. 69, Revision 1 In accordance with 10CFR50.59,10CFR50.90 and 10CFR50.91, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Prcvisional Operating License No. DPR-16, requests changes to Appendix A of that license.

Pursuant to 10CFR50.36(a) GPU Nuclear Corporation submits the Radiological Effluent and Environmental Technical Specifications. As discussed at the May 1984 meeting between memuers of your staff and Mr. Michael Laggart of our Licensing Department, we request that these Technical Specifications become effective 90 days after approval.

In addition, sections 3.6. A and 4.6. A are being revised as discussed with the NRC staff during the integrated assessment of the Systematic Evaluation Program (SEP) and as described in section 4.36 of NUREG-0822 under Topic XV-16, Radiological Consequences of Failure of Small Lines Carrying Primary Coolant Outside Containment. The staff stated that reactor coolant activity limits at Oyster Creek should be maintained within the limits imposed on new operating reactors, that is, within the limits of the Standard Technical Specifications for General Electric Boiling Water Reactors (NUREG-0123).

Also included, as Attachment I, are responses prepared by Morton and Potter to address the concerns raised by Mr. Wayne Meinke of your staff about proposed deviations from the NRC model specifications.

We are also taking the opportuni y by this Technical Specification Change Request to incorporate the new r. porting requirements of 10CFR50.73 as outlined in Generic Letter No. 83-43.

This Technical Specification Change Request revises our submittal of June 1, 1979.

In accordance with 10CFR170.22 a check for $4000 was enclosed which should be applied to this submittal.
