Dear Mr. Miller:
Radiological Effluent Technical Specifications (RETS)
The Omaha Public Power District's letter to the Commission, dated March 9, 1984, provided a revised schedule for submittal of specifications intended to resolve the remaining issues for RETS relating to the Fort Calhoun Sta-tion. That schedule was based on the District's manpcwer requirements for the refueling outage and the fact that the refueling outage was scheouled to end in early May,1984.
Hcwever, several recent events have affected resources intended for completion of the RETS related analytical work, pri-marily the May 16, 1984 steam generator tube failure. Following'this fail-ure, all available resources were devoted to the steam' generator tube fail-ure recovery effortis. The-recovery ef forts included preparation of reports to the Commission, preparation for rrectings with tne Commission and imple-mentation of corrective actions. The activities associated with the steam generator tube failure, coupled with the unavailability of key personnel, has caused.a delay in the District's RETS submittal, as discussed w'th your staff on June 27 and July 20, 1984.
The Fort Calhoun Station.hn returned to power cperation and, consequently, some personnel who were involved with activities associated with the steam generator tube failure are now worting on finalizing the RETS submittal. provides a description of the reminit;J RETS items along with revised submistal dates. -
