Dear Mr. Schwencer:

The reference 1) letter provided an evaluation of the subject concern by the BWR Owners' Group.

The reference 2) telecon requested Philadelphia Electric Capany's cmmitment to ocuply with the reommendations contained in that report to resolve this generic issue. Specifically to:

1.

Confirm that the leak rates, loading conditions and material properties for the scram discharge volume piping system are bounded by the limiting value for these parameters identified in the May 10, 1984 BWROG letter.

2.

Cmply with the BhTOG r-ndations on leak detection j

capability.

3.

Cmply with the applicable generic secondary containment g 7cy procedures guidelines.

Provide assurance that the expected radiation field and contact exposure' level at the scram discharge volume piping

_ system in the facility will not inpair the performance of routine' test inspections and post scram reset walkdowns.

'Ib date~,' the NRC has not issued their safety evaluation on the resolution of this generic issue. Upon issuance of that safety evaluation,~ Philadelphia Electric will emply with the generic resolution of this concern, including the appropriate recumerdations as outlined above.
