Limerick Generating Station, Units 1 and 2 Changes to National Pollutant Discharge Elimination System Permit Gentlemen:

This letter is being submitted in accordance with the Limerick Generating Station (LGS), Units 1 and 2, Environmental Protection Plan (EPP) Section 3.2, which stipulates that the NRC shall be notified within 30 days following the date of approval of a change to the National Pollutant Discharge Elimination System (NPDES) permit.

By letter dated September 12,1995, the Pennsylvania Department of Environmental Resources (PA DER) approved PECO Energy Company's request to revise LGS NPDES Permit No.

1 PA0051926 to allow the use of chemical additives PEC16, PEC17, Copper Trol CU-1, and Powerline 3461 in the cooling towers and spray pond servicing LGS, Units 1 and 2. These chemical additives are replacements for previously approved agents, and will be used to help control corroslon and prevent scaling and silt deposition in the secondary cooling water systems' heat exchangers at LGS. A copy of the PA DER letter approving this change to the s LGS NPDES permit is attached. The NRC was previously notified of our request to revise the NPDES permit to use these chemical additives by letter dated August 2,1995.

Dear Mr. Matty:

This is in response to your August 2,1995 letter requesting approval to use chemical additives PEC16, PEC17, Copper Trol CU-1, and Powerline 3461 in the cooling tower and spray pond at the subject facility. The wastewater containing these products will be discharged at an average flow of 14.27 mgd to the Schuylkill River through Outfall 001.

The company has proposed to use PEC16 and PEC 17 in the cooling tower. These products are intended to replace the existing chemical Betz Powerline PEC 12. Copper Trol CU-1 will be used in the cooling tower intake screens for 5 to 15 minutes, every 3 to 6 weeks and in the heat exchanger every 1 to 3 months to control corrosion. This product is intended to replace existing chemical Betz Powerline PEC-03.

Betz Powerline 3461 will be applied at the emergency spr'ay pond pumphouse to prevent scale formation and sitt deposition in the heat exchangers.

2. The discharge containing chemical additives shall be managed by the permittee to ensure that toxic effects in the receiving stream are prevented. Usage rates shall be limited to the minimum amount necessary to accomplish the intended purposes of chemical addition.
3. Accurate records of usage (name of additive, quantity added, date added) of the approved chemical additive and blowdown discharge volumes must be maintained on the Chemical Additive Reporting Form (copy attached) and be submitted to the Department.
4. The NPDES permit will be revised to include this approval upon permit renewal.
