Dear Sir:

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together with forty (40) copies of Attachents I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

In our September 28, 1981 operating license amendment application, the Authority proposed changes similar to those included with this applicaton.

Those proposed changes included augmented inservice inspection requirements as specified in the NRC's February 26 1981 Generic Letter No. 81-04 (Implementation of NUREG-0313, Revision 1,

" Technical Report on Material Selection and Processing Guidelines for BWR Coolant Pressure Boundary Piping.")

In accordance with your request (Reference 1), the proposed changes included with this letter supercede those changes previously transmitted as part of Reference 2.

This application seeks to amend Section 3.6.D (Coolant Leakage) on pages 141, 141a and 142 of the FitzPatrick Technical Specifications.

The changes proposed impose stricter limitations on leakage rates from unidentified sources inside the primary containment.

The proposed changes are Attachment I to the Application for Amendment to the Operating License enclosed with this letter.

The Safety Evaluation for the proposed changes to the Technical Specifications is Attachment II to the Application for Amendment.

A check in the amount of $4,000.00 was included with our previous submittal (Reference 2) as the filing fee per 10 CFR 170.22, which the Authority paid under protest pending a final determination of the legality of the fee schedule.
