Palo Verde Nuclear Generating Station (PVNGS)

Units 1,2, and 3 Docket Nos. STN 50 528/529/530 PVNGS Physical Security Plan Amendment 39 In accordance with the above referenced rule, Arizona Public Service Company (APS),

has incorporated a change to the PVNGS Physical Security Plan to delete the requirement for separately controlling the access of personnel and materials into reactor containment during periods of high traffic such as refueling and major maintenance. APS is aware that this change applies only to access control from vital areas into reactor containment for the purpose of physical security and does not relieve PVNGS of requirements established for the purpose of radiological control and emergency planning.

Enclosed please find an original and three copies (controlled copy numbers 8-3, 8-4 and 8-9) of Amendment 39 to the PVNGS Physical Security Plan. In accordance with 10 CFR 50.4(b)(4)(iii) and by copy of this letter, APS is forwarding two controlled copies of Amendment 39 to the Regional Administrator, NRC Region IV.

This amendment does not decrease the effectiveness of the PVNGS Physical Security Plan and, therefore, is being made pursuant to 10 CFR 50.54(p) since, as stated in the above reference, "The Commission has decided to remove this paragraph to provide burden relief to licensees without compromising the physical protection of licensed activities against radiological sabotage". U. S. Nuclear Regulatory Commission ATTN: Document Control Desk PVNGS Physical Security Plan Amendment 39 Page 2, and the original of the PVNGS Physical Security Plan, Amendment 39, is included in Enclosure 2.

APS has determined that the original of the PVNGS Physical Security Plan and the replacement pages contain Safeguards Information and are subject to the controls of 10 CFR 73.21. These pages, so designated, are to be withheld from public disclosure in accordance with the provisions of 10 CFR 2.790(d) and should ngt be placed in the Public Document Room.
