Dear Sir:

This submittal contains personal information which is not to be disclosed to the public. Therefore, two attachments are being provided to you: includes the copies provided for NRC use containing the personal information; Attachment 2 is provided for public disclosure and duplicates Attachment 1 except tnat the personal information is blanked out.

Enclosed you will find the " Draft Emergency Plan Implementing Procedure.

EP-4-010 Toxic Chemical Contingency Procedure". This submittal is in response to Item 3 of the above referenced letter.

EP-4-010. Toxic Chemical Contingency Procedure is incomplete and therefore not PORC approved. The completion of the Toxic Chemical Contingency Program at Waterford 3 SES is contingent on the update of W3SES FSAR Section 2.2 (Commitment W3P83-2540A). In addition, effort is being directed at the development of the definition of a toxic chemical shelter and the associated support requirements.

The NRC will be kept appraised of our progress in the development of Waterford 3 SES Toxic Chemical Contingency Program, through contact with Region IV and headquarters staff.
