NRC and Supply System Meeting, September 25, 1984 In October 1983, NRC and the Supply System Management met to discuss the status of the OL review for WNP-3. Subsequently, the Supply System sent a letter to NRC (reference 1) which provided information regarding the construction delay of WNP-3 and requested NRC concurrence with a proposed plan for documenting the completed NRC reviews via a draft Safety Evaluation Report (SER). NRC indicated in reference 2 that they were reviewing the WNP-3 schedule in conjunction with other commitments.
The Supply System has completed responses to 394 of the 496 NRC questions
. received.
Responses to several of the remaining questions are in preparation.
.The Supply System has met' with the NRC staff on the issues of structural design / deconvolution and geology / seismology that were raised by NRC questions.
As we discussed in our November 18 letter (reference 1), issuance of a draft SER
-is of benefit to both the Supply System and the NRC to preserve the significant efforts already expended by both organizations.
During the NRC/ Supply System management meeting on ' September 25, 1984, we indicated that an additional 27 month delay in restart of WNP-3 has been tentatively recommended by the
'Bonneville Power Administration (BPA).
If this additional delay does occur, the draft SER becomes even more important as a means of documenting the review that i
has already occurred.
The future resumption of work will undoubtedly involve 7 some new personnel from both the Supply System and NRC.
The draft SER will 3 O provide them with a benchmark to begin further review.

- the support > necessary.for the NRC to issue the draft SER.
This includes any meetings _necessary to clarify submitted responses; providing responses to further questions; or discussions to agree on the schedule for the draft SER.
If the NRC has1 developed. any. other review questions that can be transmitted to the. Supply System,Lthe Supply System would appreciate receiving them as early as possible.
