.(Licensee) requested amendments to Facility Operating Licenses
-DPR-24 and DPR-27 for Point Beach' Nuclear Plant Units 1 and 2, respectively, to incorporate changes to the plant Technical Specifications.
The proposed changes removed Radiation Monitoring System requirements from the Technical Specifications with the exception of.those: radiation monitors required for post-accident monitoring.
This letter is.in response to your inquiry into the reliability of these-radiation monitors.
The-surveillance requirements for the four main steam line F
radiation and'six containment high range radiation monitors
[
which are being retained.in the Technical Specifications are being i
revised.
The proposed revision: changes the test requirement for these monitors from monthly to quarterly.
The check requirement is being revised from daily to every shift for the main steam line radiation monitors.
These monitors have demonstrated a high degree of reliability.
A review of the test records for these monitors for the past p
three years determined that.there have been no functional test failures for any of the 10 monitors in question.
This review
' supports our. conclusion that monthly testing of the main steam i
'line.and. containment high range monitors is; excessive and the proposed quarterly:. test interval'is acceptable to demonstrate continued' operability.
This quarterly test frequency'is also consistent with radioactive effluent monitoring instrumentation i
- which is= currently required to be tested quarterly in accordance F
'with Radiological Effluent Technical Specifications.
