REVISION 3 TO APPLICATION 86 FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.
S.
Nuclear Regulatory Commission (the " Commission"), Duquesne Light Company ("DLC"),
holder of Operating License No. DPR-66, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended to address the NRC recommendations concern'ing the Reactor Trip and ESF Instrumentation Tables identified by letter dated March 13, 1984.
The proposed technical specification change is set forth in Attachment A to this Application.
A safety evaluation is set forth in Attachment B.
Based on the guidance provided by the Commission and examples of changes not likely to involve a significant. hazards consideration, published in the Federal Register (48 FR 14864), we have determined that the proposed change falls within the following commissions examples:
(i) A purely administrative change to technical specifications, to achieve consistency throughout the technical specifications.
Therefore, in accordance with 10 CFR 50.92, we have determined this proposed change is not likely to involve a significant hazards consideration.
WHEREFORE, Applicant respectfully requests that Appendix A to Operating License No. DPR-66 be amended in the form attached hereto as Attachment A.
