Review of Design QA - Commanche Peak Electric Station and Technical Review Team Activites Gentlemen:

At a meeting of October 4,1984 with Mr. Surwell, we discussed the current progress with respect to my review of the subject matter. The following is a summary of our status as well as our needs in accomplishing the assigned task.

1.0 Status TES has reviewed the summary deposition submitted by the applicant and received verbal clarification of the design process at an August 9th meeting with the applicant and consultants. We have gone to the Commanche Peak Site to review construction details and the supporting design packages. At this point we need to review a number of procedures and process documents that are currently not available to us. Also, we want to sample the piping and support design documentation which was the basis for initial fabrication of supports at the support vendors facilities.

Our conclusions will require review of (and consultation with the preparers of) the NRC response to the various other open issues related to design (i.e., "U"-bolts, support stiffness and stability, etc.), as well as the conclusions of the TRT under Herb Livermore's direction that is addressing QA/QC allegations.

2.0 TES Needs

- In order for TES to complete our efforts and to be in a position to defend our conclusions we need the following:

2.1 Revision of contract to allow trips as needed to TUEC vendors and NRC Offices for D. F. Landers and R. D. Ciatto.

2.2 Copies of all reports / letters (including draf ts) related to out-standing design items.

2.4 Assistance of NRC in obtaining permission from TUEC and vendors to visit facilities and review files (August 9, 1984 transcript indicates TUEC will accommodate these requests).

2.5 Copy of analysis package requested at August 9th meeting with applicant. NRC currently has this analysis.

We are being asked by the NRC to provide a response to a sensitive allegation which could result in TES appearance before the Licensing Board. In order to provide this service we must be free to review data and discuss items that impact the issue. Under the current mode of operation this is impossible. For example, we need to obtain contract modification from Parameter Inc. each time the NRC requests our participation at a meeting. In the past contract modifications have taken two to four weeks.

Further, TES is restricted to the use of three specific individuals under the current contract. Should our ongoing review require services of other personnel we cannot use them without contract modification. For example, much of the basic review of documentation and reports to find these items which are of interest could be performed by TES personnel whose cost to the NRC would be significantly less than either Mr. Landers or Mr. Ciath.

3.0 Contractual Summary Following is a status of contractual information to date:

$107,516.16 $52,893.29 $31,720.87 Since 6216A was cancelled the remaining backlog has been dropped by the amount of $22,902.00 ($23,760.00 - $858.00). Also, Project Nos. 6216C and 6216D are estimated to be in the amount of $10,000.00 each. Project 6216B had $15,836.19 in backlog as of September 21, 1984; this has been reduced by approximately $3,000.00 as of this date. It is our estimate that a backlog amount of $50,000.00 is required to' complete this effort and our ongoing work on the TRT and this backlog should not be assigned to specific individuals. The required backlog can be reached by utilizing the funds not expended under 6216A. ,
