Dear Mr. Youngblood:
Reference:

Fermi 2' NRC Docket No.'50-341 (2). Detroit Edison letter to NRC, " Response to Supplement.1 of NUREG-0737, November 17, 1982", EF2-62262, Supplement 1, dated June 23, 1983
Subject:
Schedule of Emergency Response Information System Reference 2 provided. tentative schedules for the completion of Fermi 2 emergency facilities and systems.
The schedule provided both operational'(i.e., available and capable of being.staffedito respond to an emergency without the use of the. automated datafacquisition system or SPDS) and
-functional (i.e.,. operational with the automated data acquisition ' system available and' personnel trained in its
~
use) dates for the Operations Support Center, Technical:
. Support Center (TSC) and Emergency Operations Facility (EOF).
~
. Each of the above' facilities has been operational for some time'and, in fact,.their-operability was demonstrated to the
.NRC during our June 26 and 27, 1984 full scale exercise.
The Emergency Response Information System (ERIS) is the
- automated-data acquisition' system that must be available,
'with personnel trained in:its operation, for the TSC and EOF
' to 'lut " functional".
The'ERIS. acceptance testing is progressing-and theLtraining program is developed.
- However,
'since the system electronically interfaces with many. plant systems, final, acceptance.is paced by acceptance of those systems.- Consequently,.due to delays in the overall' project schedule.since the submittal of Reference (2), the schedule
'for acceptance of necessary' plant systems, and, thereby, ERIS
'is'also delayed.
The. current schedule requires ERIS to be Lfully~ implemented'and the-training program completed by June,~1985.

'r EF2-72264 Page 2 ERIS provides data for the Safety Parameter Display System
-(SPDS)-and the Dose Assessment function.
The SPDS is a primary function for the control room operations personnel and will be functional, with testing completed and persons trained in its use, by March, 1985.
The ERIS Dose
' Assessment function will follow the SPDS activity and is
' scheduled to be functional by June, 1985.
As you are aware, back-up Dose Assessment capability is currently available using the~ Apple computer.
This capability was demonstrated in the June full scale exercise.
The Fermi 2 Emergency Response Facilities remain operational as indicated in the Reference (2). letter.
It should be noted and emphasized that the ERIS and its SPDS subsystem are currently installed and capable of limited use.
The above commitments are end dates for declaring the system
. completely functional with operators trained.
The ERIS functional capabililty will continue to increase as. time progresses towards the scheduled completion dates.
