VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT N05. 1 AND 2 PROPOSED PLANS FOR CORE UPRATING Vepco has been pursuing a plant uprating of North Anna Unit Nos. 1 and 2 involving a core average temperature increase (Phases 1 and 2) and a core power increase (Phase 3).
Phases 1 and 2 have been completed on Unit 1 and will be completed on Unit 2 by the end of the current refueling outage.
Our uprating plans have previously been presented to the Staff in a June 8, 1982 meeting and via a July 29, 1981 letter from Mr. R. H. Leasburg to Mr. H. R. Denton (Serial No. 451).
In addition, Vepco informed the participants of an October 4, 1983 NRC uprating meeting of the current schedule for the North Anna core power uprating submittal. This letter proposes a meeting between Vepco and the NRC concerning the current status and schedule for the North Anna core uprating.
Vepco is in the process of preparing a licensing submittal which documents analyses performed to support a core power increase for the North Anna units.
Our current schedule provides for submittal of this licensing request in January 1985. The evaluations were performed in accordance with the methodology outlined in the Westinghouse Topical Report WCAP-10263, "A Review Plan for Uprating the Licensed Power of a Pressurized Water Reactor Power Plant." We understand that this report is currently under review by the NRC.
Our intent at the proposed meeting is to discuss the contents of the planned submittal and the general results of the evaluations performed.
One area of the uprating evaluation which has not been finalized is the analysis of a Small Break Loss of Coolant Accident. While we expect the Small Break LOCA to remain non-limiting as predicted by previous WFLASH analyses, Vepco would like Westinghouse to use the latest computer code, NOTRUMP, for this analysis. An SER for this code has not yet been issued, although all review issues were believed to be resolved.
In a recent discussion with your Staff, an additional NRC review issue regarding NOTRUMP was mentioned. We request that a timely resolution of any remaining review items be achieved to support use of NOTRUMP for our upcoming submittal.
