Dear Mr. Ilunter:

This letter provides the final report on a potential 10CFR50.55(e) i concerning stainless steel pipe welded without filler material. This l

matter was initially reported by Mr. liarold Chernoff of Kansas Gas and l

Electric Company (KG&E) to Mr. Michael Murphy of the Nuclear Regulatory l

Commission, Region IV, on January 20, 1984.

l The potential for weld defects in pipe welded without filler material l

was first identified in I&E Bulletin 79-03, " Longitudinal Weld Defects in ASME SA-312, Type 304 Stainless Steel Pipe...".

As a result of this Bulletin, all SA-312, Type 304 stainless steel pipe at Wolf Creek

(

Generating Station was downgraded for use only in non-safety-related f

systems. IIowever, a few instances were discovered where this material

{

had been used in safety-related applications.

{

Bulletins 79-03 and 79-03A indicated that piping of the type described could be utilized in locations where design hoop stress did not exceed l

85% of the hoop stress allowed by ASME code. An investigation into this matter revealed that none of the subject piping was installed where design hoop stresses would exceed 85% of the ASME Code allowable stresses. In addition, all Constructor procured SA-312, Type 304 stainless steel pipe was identified and removed from the !! eat Code Printout as ASME pipe class material to prevent future inadvertent use.
