Notice of Violation 50-461/81-05 Criterion XVI Corrective Action Amended Response This is in regards to Illinois Power's response to your Notice of Violation and Inspection Report Number 50-461/81-05 on the.NRC special tenm inspection of.Clinton Power Station conducted during the period of-February 9 through March 5, 1981.

J. Koch to J. G. Keppler dated June 11, 1981)- commirred to the establishment of Quality Review meetings.
These meetings were established to improve communications between the parties involved in evaluating and correcting findings, and to enhance management participation in these processes.
Management and Supervisors, both Illinois Power and Baldwin Associates, from the quality, operations, engineering, and construction management organization.have been involved, as well as others such as Sargent and Lundy and General Electric when necessary.
Due to prcgram enhancements at Clinton Power Station, Illinois Power has determined that the formal Quality Review meetings are no longer required to meet the intent of increased Management and Supervisory participation in evaluating and correcting findings.
The program enhancements established at Clinton Power Station since the commitment was made in June, 1981 are:
Illinois Power has established a Vice President (Nuclear) and is now located at the construction site.
Prior to this, the Vice President was located at the Illinois Power's Decatur Headquarters.

- -Illinois Power has a Quality Assurance Manager and a greatly increased staff at the construction site.
Prior to this, the Manager was located at
-the Illinois Power's Decatur Headquarters with a small staff at the construction site.
Sargent and Lundy has established a Field Project Manager, which did not exist previously, and is located at the construction site.
Illinois Power's Muclear Station Engineering Depart-ment (NSED) is now located at the construction site.
Prior to this, the NSED was located at the Illinois Power's Decatur Headquarters.
Illinois Power has developed and implemented a comprehensive Corrective Action and Trend Analysis Program to ensure trends adverse to quality are identified and corrected.
Weekly meetings are held by the contractor (Baldwin Associates), Project Management, Start-Up and NSED r
comprised of site managers, during which quality concerns are discussed and evaluated for appropriate action by management.
Based on the above described program enhancements, Illinois I
Power has discontinued the Quality Review meetings at Clinton Power Station.
The last Quality Review meeting was held on May 3, i
1984.
