Status of Representative Sampling (Open Item 80-16/32) and Beta Instrument Calibrations (Open Item 80-16/05)
The purpose of this letter is to provide an updated status of re-presentative sampling (Open Item 80-16/32) and beta ins trisme n t calibrations (Open Item 80-16/05), as discussed with Mr. J.
Baird on January 27, 1984 and Mr.
B.
Murray on February 29, 1984.
Representative Sampling (Open Item 80-16/32)
Open Item:
This item addresses the establishment of an effluent and process monitor calibration program that provides for verifying full range.ensitivity and linearity of response and requires an evaluation of effluent moni-tors' (RM-050, 051, 061, and 062) ability to provide representative sampling of aerosols.
Status:
In September 1983, the District developed its plan to complete this open item as committed.
However, during the final development of the procedure, the District became aware that it was not possible to do the test on RM-050, 051, 061, and 062, as stated in ANSI Standard 13.1, because the Technical Specifications (Table 2-1, Note 4) prohibit taking all effluent sample lines out of service without isolating the ef-fluent stream.

The District believes that there are-3 options available to resolve this open item.
Those options are:
(1) perform a test dif fer-ent than is stated in ANSI Standard 13.1, (2) request a temporary Technical Specification waiver,in order to conduct testing, or (3) apply for a Technical Specifi-cation amendment.
In the discussions with Mr. Murray, it was agreed that option (1) was not viable because presently there is no alternate way to perform such a test and thus this option is eliminated.
Mr. Murray suggested that the District contact Mr. E.
- Tourigny, Project Manager, to determine the feasibility of op-tions (2) or (3).
The District is presently working with Mr. Tourigny on possible ways to resolve the conflict between the Fort Calhoun Station's Technical Specifications and the ANSI Standard 13.1 recommended procedure for perform-ing tests necessary to determine representative sampling.
The District will provide a schedule for the resolution of this open item when the Technical Specifications issue has been resolved.
Beta Instrument Calibration (Open Item 80-16/05)
Open Item:
This item addresses a concern that a variety of field instruments are not calibrated and source checked in accordance with ANSI Standard N323-1978.
Status:
The District has had several discussions with Mr.
H.
Chaney in regard to problems associated with meeting the original commitment date due to the inability to obtain-such a high radiation source.
After several conversations between District personnel and your staff, the following actions have been agreed-upon for acceptable resolution of this issue:
(1) perform a full range gamma calibration, (2) correlate low energy beta sources (depleted uranium slab) with the gamma
-source to produce a correction factor as is currently done,.(3) prepare a calculational method to obtain a high energy accident correction factor for appropriate use, and (4) prepare a procedure'to describe the con-ditions appropriate for use of " normal" and "high energy" beta correction factors.
