t Gentlemen:

Cygno performed on unannounced review of the Document Control Center (DCC) satellite distribution system from 6/lI to 6/13/84. The results of this review are provided in the ottoched Cygno report TR-83090-02, Rev. O entitled "DCC Satellite Review." As summarized in the Review Results section of the report, several discrepancies were observed. However, offer reviewing the documentation at the satellites and observing the distribution of documents from the satellites, Cygno finds that the satellite system meets the requirements for properly controlling project documents with the following recommendations:

. TUGCO should ensure better management control in Satellite 304.
2. An internal filing and control system should be initiated for recipient 100 which would preclude - inadvertent use of controlled drawings without immediate and reliable access to the opplicable design changes.

3. TUGCO should continue with their plans to link the Satellite Recipient Entry System to the DCC Drawing Distribution data base so that the number of copies each satellite is actually responsible for matches the number of controlled copies DCC sends each satellite.
4. TUGCO should ensure that all recipients on distribution for controlled drawings are required to maintain and control changes to those drawings. If it is not necessary for the recipient to maintain all open design changes, then that recipient should be removed from the controlled distribution list. This may be appropriate for one of the satellite 304 recipients.
