Operation of Purge and Vent Valves at Vermont Yankee

Dear Sir:

By letters, dated March 12, 1984 [ Reference (b)] and May 22, 1984

[ Reference (c)], you requested that we provide you with additional information regarding the operation of purge and vent valves at our facility.

Specifically, by Reference (b), you requested that we provide you with an iodine spike limit for the reactor coolant concentration to assure *. hat the radiological consequences of a postulated Loss-of-coolant Accident while purging are within 10CFR Part 100 dose guidelines. We have evaluated your request and concur that an iodine spike limit of four (4) microcuries/ gram of I-131 dose equivalent per gram of water (consistent with NUREG-0123, Boiling Water Reactor Standardized Technical Specifications), appears appropriate for our facility.

By Reference (c), you requested that we provide a Technical Specification for purge and vent valves V16-19-7 and 7a, limiting the opening of these valves to 500 open while operating. We also concur that a Technical Specification addressing these valves appears to be appropriate.

We will initiate our formal Technical Specification review process so that a formal request for an amendment to our operating license can be submitted for both the iodine spike limit and for limiting the opening of valves V16-19-7 and 7a.

We presently expect to submit this request in October 1984. This schedule reflects consideration of the engineering efforts associated with our 1984 refueling outago, which commenced on June 16 and is scheduled to end in August 1984.
