Dear Sir:
In response to the violation which was reported in the subject inspections, we offer the following:
NRC Notice of Violation (443/84-04-02):
10 CFR 50, Appendix B, Criterion III and Section 17.1.1.3 of the Seabrook FSAR require that design control measures shall be provided for verifying or checking the adequacy of design. Also, Criterion X and Section 17.1.1.10 of the Seabrook Station FSAR require that a, program for inspection of activities affecting quality be established and executed by or for the organization performing the activity to verify conformance with documented instructions, procedures, and drawings for accomplishing the activity.
In addition, ECA 73/5610A provided details to allow for thermal growth of the emergency diesel generator (EDG) exhaust silencer to pedestal mount design.
Section 9.5.8 of the Seabrook Station SER, l
dated March 1983, documented the commitment to inspect the diesel exhaust system in accordance with ANSI B31.1, ANSI N45.2, and 10 CFR 50, Appendix B.
Contrary to the above, as of April 6, 1984:
(1) The EDG exhaust system design did not adequately allow for thermal growth, resulting in damage to the EDG exhaust silencer concrete pedestals during testing; and 8407030315 840628 PDR ADOCK 05000 0

Mr. Richard W. Starostecki, Director Page 2 (2) the EDG exhaust silencer was not inspected in accordance with 10 CFR 50, Appendix B.
This is a Severity Level IV Violation (Supplement II),
Response
Corrective Action Taken and Results Achieved Based upon revised loads and revised analysis, UE&C has redesigned the EDG exhaust system supports. The revised steel supports have been designed to be sufficiently heat-resistant for the anticipated operational temperatures. Redesign details are included in the disposition to Startup QC NCR No.82-221 which identified the cracking of the original concrete supports.
Inspection of the hold-down anchor bolts and associated hardware was not accomplished due to confusion regarding the scope of the inspections required for this system.
In order to eliminate this problem, UE6C will issue ECA 19/04116 which will define the boundaries and associated components and will detail any required reinspections.
The date for completion of corrective action is contingent upon the resumption of construction activities at Seabrook. YAEC will keep the resident NRC inspector cognizant of activities associated with this issue.
