APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant t6 Section 50.90 of the regulations of the U.S. Nuclear Regulatory Commission (the " Commission"), Duquesne Light Company ("DLC"),

holder of Operating License No. DPR-66, hereby requests that the Technical Specifications set forth in Appendix A to that lcense be amended to incorporate an exemption to 10CFR50 Appendix J.III.D.l(a) to establish a 40 10-month Type-A Containment Integrated Leakage Rate Test frequency without reference to the 10-year service period.

The proposed technical specification change is set forth in Attachment A to this Application.

A safety evaluation is set forth in Attachment B.

Based on the guidance provided by the Commission and examples of changes not likely to involve a significant hazards consideration, published in the Federal Register (48 FR 14864), we have determined that the proposed change falls within the following commissions example:

(i)-A purely administrative change to technical specifications Therefore, in accordance with 10CFR50.92, we have determined thit proposed change is not likely to involve a significant hazards consideration.

WHEREFORE, Applicant respectfully requests that Appendix A to Operating License No. DPR-66 be amended in the form attached hereto as Attachment A.
