DPR-77 AND AMENDMENT NO. 202 TO FACILITY OPERATING LICENSE N0. OPR-79 TENNESSEE VALLEY AUTHORITY SE0V0YAH NUCLEAR PLANT. UNITS 1 AND 2 DOCKET NOS. 50-327 AND 50-328
1.0 INTRODUCTION
By application dated August 7, 1995, the Tennessee Valley Authority (TVA or the licensee) proposed an amendment to the Technical Specifications (TS) for Sequoyah Nuclear Plant (SQN) Units 1 and 2.
The requested changes would revise the titles of various administrative positions found in Section 6.0 of the TS.
In addition, the licensee proposed correction of a typographical error to change Section "6.8.5.f" to "6.8.4.f."
2.0 EVALUATION The titles that are affected by the amendment are the following:
a.
From Senior Vice President, Nuclear Power to President, TVA Nuclear and Chief Nuclear Officer (TS 6.2.1.b, 6.5.0, 6.5.2.3, 6.5.2.8.g, 6.5.2.9, 6.5.2.10.a, 6.5.2.10.b, 6.5.2.10.c).
b.
From Manager, Nuclear Experience Review / independent Safety Engineering to Manager, Independent Review and Analysis (TS 6.2.3.4).
c.
From Site Radiological Control Manager to RadCon/ Chemistry Control Manager (TS 6.3.1, 6.12.1.c, 6.12.2).
d.
From Radiological and Chemistry Manager to RadCon/ Chemistry Control Manager (TS 6.5.1.2).
e.
From Maintenance Manager to Maintenance and Modifications Manager (TS 6.5.1.2).
f.
From Quality Audit and Assessment Manager to Site Quality Manager (TS 6.5.1.2).
g.
From Site Engineering Representative to Engineering and Materials Representative (TS 6.5.1.2).

i l.- The staff has reviewed the proposed title changes of personnel assigned to the Plant 0perations Review Committee (PORC) listed in TS Section 6.5.1.2 in j
relation to the proposed change to Section 6.3.1, Facility Staff Qualifications.
Presently the Site Radiological Control Manager is not listed as a PORC member, but the proposed change will result in the j
RadCon/ Chemistry Control Manager becoming a member by replacing the Radiological and Chemistry Manager. This is the result of combining the Site i
Radiological Control Manager position and the Radiological and Chemistry Manager position into a single position, the RadCon/ Chemistry Control Manager.
Section 6.5.1.2 requires that each member of the facility staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971, except for the Site Radiological Control Manager, who shall meet or exceed the qualifications of j
Regulatory Guide (RG) 1.8, September 1975. As a consequence of the title changes, the Radiological and Chemistry hanager (ANSI-qualified) will be replaced by the RadCon/ Chemistry Control Manager (RG-qualified) on PORC. The i
staff has determined that the difference in the qualification requirements for i
the two positions does not degrade the PORC composition since both the ANSI and RG qualifications satisfy the PORC membership qualification requirements.
Therefore, this change is acceptable.
All of the proposed changes are non-technical in nature and reflect organizational title changes only. All of the proposed changes are mere title changes that do not reflect a change in the duties and responsibilities of the position and personnel.
In addition, they are consistent with current TVA l
titles of site and Corporate personnel and the TVA Nuclear Organizational Topical Report, TVA-NP0089-A, Revision 6.
Therefore, they are acceptable.

The proposal to change the continuation of Section 6.8.4.f from 6.8.5.f in the l
Unit 2 TS is satisfactory since it corrects a typographical error.
3.0 STATE CONSULTATION
l In accordance with the Commission's regulations, the Tennessee State official was notified of the proposed issuance of the ame,ndment. The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
The amendment involves changes in administrative procedures or requirements.
The Commission has previously issued a proposed finding that the amendment involves-no significant hazards consideration, and there has been no public comment on such finding (60 FR 45186). Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR j
51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
