Letter, William H. Bateman to Harold B. Ray, dated August 10, 1995, Final Draft of NRC Safety Evaluation Report on License Amendment Request PCN-299, San Onofre Nuclear Generating Station, Units 2 & 3 In response to the above referenced letter, Southern California Edison staff met and reviewed the draft Safety Evaluation Report (SER) with Mr. T. R. Tjader of the NRC staff on September 7, 1995. As the result of that meeting, we are in agreement with the draft SER with incorporation of the comments discussed during the meeting.

We would also like to submit the following schedule for the implementation phase of this program:

Submit Certified Technical Specifications October 31, 1995 Issuance of the Conversion Amendment December 31, 1995 Required Date of Implementation August 9, 1996 That is, we would request the new License be issued effective immediately to be fully implemented by August 9,1996. We will implement the entire specification at one time; the period of time between issuance and implementation will permit us to make the necessary procedure changes, training, etc., without expending excessive resources.

If the progress of the procedure changes and required training permit, we may implement in advance of the August 9th date.
