Summer Nuclear Station Fitness for Duty Report for the period from July 1, 1991, to December. 31, 1991. This report includes the required test results and data analyses and a summary of management actions taken as a result of the testing.

Virgil C, Summer Nuclear Station Fitness For Duty Summary 10 CFR 26.71(d) Requirements for July 1,1991 - December 31,1991 MANAGEMENT ACTIONS Confirmed Positive Test Results -There were a total of six confirmed positive test results during this reporting period. These results and the subsequent management actions can be categorized as follows:
A. Two confirmed positive test results for drugs were rece:<ed on random tests.
These individual's unescorted access authorizations were permanently revoked.
Notifications of the positive results were made to the appropriate management personnel of the companies employing the affected persons.
B. Three confirmed positive test results for drugs were received on pre-badging tests. These individuals were denied unescorted access authorization and in accordance with SCE&G policy, will not be allowed to apply for unescorted access authorization in the future. Notifications of the positive test results were made to the a apropriate management personnel of the companies employing the affectec persons.
C. One confirmed positive breath analysis test result for alcohol was received on a pre-badging test. This individual was counseled regarding SCE&G policy on alcohol consumption at the Virgil C. Summer Nuclear Station and was subsequently allowed to take another pre-badging test. The test results were negative and this individual was eventually granted unescorted access.
Three split samples were submitted to the back up laboratory upon direction of the Medical Review Officer. In each case gas chromatography / mass spectrometry testing performed by the back up laboratory confirmed the findings of Roche Laboratories.
No blood collections or direct observations were performed during this reporting period.
DATA ANALYSIS A. Additional Substances / Lower Cutoff Levels Two confirmed aositive test results were received for benzodiazepines. In both cases the indivic uals involved did not have a valid prescription for the substances detected.
No confirmed positive test results were received due to the lower cut off level used for cannabis by SCE&G.

B. Blind Performance Testing During the third quarter of 1991, there were 1579 genuine specimens and 180 blind performance test specimens submitted to our primary testing laboratory.
The number of blind specimens submitted is equivalent to 11.4% of the genuine
- specimens submitted (1.4% above the requirement).
In the fourth quarter of 1991, there were 597 genuine specimens and 80 blind performance test specimens submitted to our primary testing laboratory. The number of blind specimens submitted is equivalent to 13.4% of the genuine specimens submitted (3.4% above the requirement).
In this reporting period, the percentage of positive and negative blind performance test specimens submitted was 20% and 80%, respectively. All drugs tested by our program were included in the positive blind performance test specimens submitted. There were no discrepant results.
C. Confirmed Positive Test Results The two confirmed positive random test results involving one long term and one short term contractor constitute a positive test result rate of.26%. SCE&G believes that this low rate is indicative of the low degree of substance abuse at the Virgil C. Summer Nuclear Station.
The four confirmed positive pre-badging test results on short term contractors are not considered excessive in view of the high number of tests performed in conjunction with Refueling Outage No. 6.
D. Miscellaneous The Performance Data Statistics form submitted for the reporting period ending June 30,1991 incorrectly noted three confirmed positive tests for alcohol under Confirmed Positive Tests for Specific Substances. The correct total for that category was four.
REPORTABLE EVENTS There were no reportable events during this reporting period.
SUMMARY
SCE&G is committed to ensuring that the Virgil C. Summer Nuclear Station's Fitness for Duty Program continues to operate efficiently and effectively in order to provide a drug free work environment and ensure public safety. Ongoing evaluation of program effectiveness remains a high priority in order to assure attainment of this goal.
