Operating License No. DPR 50 Docket No. 50-289 Technical Specification Change Request No. 227, Supplement 2 Technical Specification Change Request (TSCR) No. 227, submitted on January 16,1995, incorporates improvements from the Standard Technical Specifications (STS) for B&W Plants (NUREG-1430). In a lettcc dated June 22,1995 GPU Nuclear responded to a May 16, 1995 request for additional information (RAI) in TSCR No. 227, Supplement 1.
The purpose of this letter is to submit a second revision to TSCR No. 227 as requested by the NRC staff in a conference call on August 28,1995. Attached are the mvised pages 4 -31, 4-32, and 4-33 which incorporate a change in Technical Specification (TS) Section 4.4.1.5 where the NRC staff requested that, rather than deleting this specification altogether, a reference to the containment inspection requirements of Appendix J be included.
Also, the changes to the Bases for TS 3.1, " Reactor Coolant System," proposed by the original TSCR No. 227 are being withdrawn at this time.
A double margin bar has been used to show the change on page 4-31. Please replace the affected pages 4-31,4-32, and 4-33 with the attached replacement pages and remove the proposed pages 3-2 and 3-2a from the TSCR No. 227 package. The double margin bar is I
provided to facilitate review and should be removed prior to issuance of the amendment.

The signed copy of the Cenificate of Service to the chief executives of Iondonderry Township and Dauphin County and the designated mpresentative of the Commonwealth of Pennsylvania is also enclosed. ,
