Request for Exemption from the Annual Offsite Radiological Emergency Preparedness Exercise for the Ft. St. Vrain Nuclear Power Plant The Ft. St. Vrain Nuclear Power Plant was scheduled for an annual joint offsite radiological emergency preparedness exercise on June 27, 1984, which has subsequently been rescheduled for July 25, 1984. Attached is a letter dated March 22, 1984, from the State of Colorado advising the Federal Emergency Management Agency (FEMA) Region VIII of Colorado's decision not to participate in a Ft. St. Vrain exercise in calendar year 1984. Also attached is a memorandum from FEMA Region VIII dated March 30, 1984, concurring with the State's request.

The last full-scale exercise at Ft. St. Vrain was held June 15, 1983. The results of this exercise did not necessitate any requirement for a remedial exercise. Deficiencies identified have been corrected or are scheduled to be corrected.

In accordance with 44 CFR 350.9, the State of Colorado and Weld County are not required to participate in the scheduled July 25, 1984, exercise for Ft. St. Vrain.

We have advised FEMA Region VIII that since the State of Colorado and the local governments within the 5-mile Emergency Planning Zone for the Ft. St. Vrain Nuclear Plant are eligible to go to a biennial exercise frequency in accordance with 44 CFR 350.9, they are excused from participation in the annual exercise scheduled for calendar year 1984. We support the request from the Public Service Company of Colorado dated April 10, 1984, for an NRC exemption from the 10 CFR 50, Appendix E, Section IV.F.1. annual exercise requirement for State and local governments.

Recommendation for FDIA to Support License Exmption for Limited State and Local Participation at Nuclear Power Plant Exercise FEMA Region VIII has been notified that the State of Colorado will not participate fully in the anticipated Public Service Company cmmercial exercise scheduled for June 27, 1984.

The recommendation of Regional personnel based upon 44 CFR 350.9(c)(1) and a satisfactory joint exercise of June 1983 is that FDIA supports a petition by the Public Service Company of Colorado to the Nuclear Regulatory Agency for decreased or limited participation by State and local agencies as per NRC rule 10 CFR 50.

Title 44 US Code of Federal Regulations, Part 350, Paragraph 350.9 (c) (1).

Dear Mr. Cook:

Pursuant to reference Colorado will exercise its option not to conduct an exercise of the Fort St. Vrain Radiological Emergency Response Plan in 1984. This decision is based upon the conduct of a satisfactory joint exercise with the Public Service Company in June, 1983 and a personnel vacancy which cannot be filled until July 1, 1984.

The State will cooperate with and support the Public Service Company when they conduct their on-site Plant exercise later this year. This support will include activation of communications links and partial manning of the Weld County and State Emergency Operations Centers. This Division will also devote effort to needed revision of the off-site response plan in preparation for the 1995 exercise.

This action will necessitate a modification to Comprehensive Cooperative Agreement EMD-K-0079.
