Small-scale particip6 tion by State and Local Governments in the Annual Radiological Emergency Preparedness Exercise for the Hatch Nuclear Power Facility The Hatch Nuclear Power Facility !s scheduled for an annual joint exercise on August 2, 1984 Attached are letter's dated January 23, 1984, and March 19, 1984, from the State of Georgia. They advise the Federal Emergency Management Agency (FEMA) Region IV of Georgia's decision for the State and local governments in the plume emergency planning zone for Hatch to limit their participation to a small-scale exercise on August 2,1984. Also attached is a memorandum from FEMA Region IV dated March 26, 1984, concurring with the State's decision.

The last full-participation exercise at Hatch was held October 13, 1983.

The results of that exercise did not necessitate any requirement for a remedial exercise.

Deficiencies identified have been corrected or are scheduled to be corrected. Therefore, in accordance with 44 CFR 350.9, the State of Georgia and Appling, Jeff Davit, Toombs, and Tattnall Counties are not required to participate in the August 2, 1984, exercise.

We have advised FEMA Region IV that the State of Georgia and the local governments within the 10-mile Emergency Planning Zone for the Hatch Nuclear Facility are eligible to go to a biennial exercise frequency in accordance with 44 CFR 350.9, and could be excused from participation in the annual exercise scheduled for August 2, 1984. However, FEMA supports the State's decision to exercise on a smal -scale basis in accordance with the requirements of 10 CFR 50, Appendix E, Sects in IV.F.3.

At the State's request, FEMA Region IV will informally observe and evaluate the offsite emergency response performance during the exercise. A meeting involving the exercise participants and Federal observers will be conducted after the exercise to informally discuss the results of the exercise. Accordingly, an official FEMA Region IV report evaluating the exercise will not be prepared.

1984 Small Scale Exercise for Plant Hatch, Georgia Enclosed are two letters from the Georgia Emergency Management Agency requesting they be allowed to exercise their option under 44-CFR-350 not to exercise full scale this year.

Georgia does plan to exercise small scale, and they have requested that we informally evaluate.

We, in Region IV, support these requests.

Reference my letter of 23 January 1984 concerning a small-scale exercise at Plant Hatch, this additional information is provided. Georgia intends to participate, with the Georgia Power Company and affected local governments in the Plant Hatch area, in a small-scale exercise on 2 August 1984.

We wish to exercise our option for the small-scale exercise as provided in 44 CFR 350. All affected local areas, and the state, participated in a full-scale exercise in October 1983.
