To help clarify our March 2,1984 letter to you regarding our roguest for exenption to 10 CFR 50 Appendix E, enclosed you will find copies of letters dated January 23, 1984 and March 19, 1984 fran Georgia Bnergency Managenent Agency (GEMA) to Federal Bnergency Managenent Agency (FEMA) requesting their wish to exercise the options in 44 CFR 350.
We request for the option is also based on the issuance of the FEMA final report, dated October 28, 1983, of the Plant Hatch energency exercise held on October 13, 1983.
The report states that the state and local governnents would t.*e appropriate protective measures during a site radiological event to protect the health and safety of the public in the vicinity of Plant Hatch.
Even though the March 19, 1984 GEMA letter states "snall-scale", it is our understanding per discussions with GEMA that the state and local goverreents will only have limited participation (in the form of connunication checks).
Therefore, they would like to exercise their option per 44 CFR 350.

Dear Mr. Woodard:
Reference my letter of 23 January 1984 concerning a small-scale 2xercise at Plant Hatch, this additional information is provided. Georgia intends to participate, with the Georgia Power Company and affected local governments in the Plant Hatch area, in a small-scale exercise on 2 August 1984.
We wish to exercise our option for the small-scale exercise as provided in 44 CFR 350. All affected local areas, and the state, participated in a full-scale exercise in October 1983.
