Withdrawal of Request for Enforcement Discretion and Associated License Amendment Application Ladies and Gentlemen:
The purpose of this letter is to withdraw the following two requests, pre-viously submitted by the Toledo Edison Company to the NRC for the Davis-Besse Nuclear Power Station (DBNPS):
0 Letter Serial Number 2318, dated August 17, 1995, Request for Enforcement Discretion Regarding Technical Specification 3/4.7.5.1, Ultimate Heat Sink o Letter Serial Number 2319, dated August 18, 1995, License Amendment Application to Revise Technical Specification 3/4.7.5.1, Ultimate Heat Sink These requests were submitted as a result of the ultimate heat sink (UHS) average water temperature approaching the Technical Specification limit of 850F during mid-August.
However, following the submittal of these requests, the UHS temperature has gradually declined. Due to these changing plant conditions, the requests are no longer applicable and Toledo Edison hereby withdraws these two requests. Toledo Edison is presently evaluating the 'JHS temperature issue to determine the feasibility of submitting a permanent Technical Specification change.
Toledo Edison appreciates the efforts of the NRC Staff in evaluating these requests.
