License Amendment Requests (LARs) 95 03, 95-04 and 95 06 were submitted or supplemented by the referenced letters.

These changes identified parameters in the CPSES Technical Specifications (TS) and proposed changes to the TS which would relocate the cycle specific limits associated with these parameters to the Core Operating Limits Report (COLR).

The proposed changes would result in resource savings for TV Electric and the NRC by eliminating license amendment requests now required to change the values of these parameters. The proposed changes are consistent with the intent of Generic Letter (GL) 8816 which provides guidelines for the removal of cycle specific parameter limits from the Technical Specifications.

TV Electric understands that these proposed changes can be perceived as having generic implications.

These submittals were made as plant specific changes based on the in depth and independent accident analysis and core analysis capabilities of TV Electric.

TV Electric also understands that the Westinghouse Owners Group (WOG) is nearing completion of a methodology report which addresses the same parameters as the subject LARs on a generic basis.

In lieu of having these LARs remain on the CPSES dockets for an extended period of time or having them denied on the basis that the NRC considers them generic and is not ready to review and approve them generically TV Electric hereby withdraws LARs 95 03. 95-04 and 95-06.

TV Electric stills feels these changes are appropriate and valuable to both the NRC and TU Electric and will consider re-submittal in a time frame consistent with the review of the report being prepared by the WOG.
