TUELECTRIC COMANCHE PEAK STEAM ELECTRIC STATION FITNESS FOR DUTY Summary of Management Actions Six Months Ending December 31, 1991 TU Electric has contracted with a local HHS certified laboratory to perform drug tests on specimen collected at Comanche Peak. On July 25, 1991, TU Electric was notified ay the laboratory that the certification for testing was suspended. This was due to a routine periodic NIDA inspection which resulted in several contested deficiencies.
While these deficiencies were being resolved, arrangements were made through a secondary HHS certified laboratory to provide testing with no break in service. Upon notification, the secondary laboratory was audited by the TU Electric Quality Assurance Department.
The audit indicated that the new laboratory had developed and effectively implemented a program meeting the requirements established by 10CFR26 and NIDA.
The audit also satisfied the 10CFR26, Appendix A, Section 2.7(m) requirements that the licensee conduct an inspection af the laboratory testing facility.
Currently, TU Electric has not received notification that the certification has been reinstated to the original laboratory and testing has continued through the secondary laboratcry.
Lesson Learned:
TU Electric feels that there are advantages in contracting with a company with more than one NIDA certified testing facility.
This enables the laboratory to continue testing at a certified facility should the other laboratory's certification be suspended, Currently, TU Electric is in the process of awarding a contract to a multi-facility laboratory for testing under the Fitness Ft. Duty Program.
On September 10, 1991, an individual was tested For-Cause under the CPSES Fitness For Duty Program. The supervisor observed signs that indicated the individual may not be fit for duty.
The individual was adninistered a breath alcohol test by Security that produced a negative result. The supervisor P.O. Box 1002 Glen Rose, Texas 76N31002

also requested a search of the individual's lunch box that'was located inside the Protected Area.
The search produced a plastic bottle that contained a=
liquid that smelled like alcohol. A sample of the contents-was sent to the laboratory for analysis.
The results of the test indicated the liquid was alcohol.

TU Electric Security contacted Region IV NRC office and reviewed the circumstances. Region IV inspector gave instructions to include the event in the six months reporting.
On November 9, 1991. Site Security reported that two 50 m1 bottles of; alcoholic beverage had been discovered inside the Protected' Area.. Both.
- bottles revealed the. manufacturers labels and sealed caps were intact. The bottles were discovered among waste products in a portable restroom.
Based on previous experience, the incident was included in the six months reporting.
No events were repo**ad by telephone under 10CFR26.73,-
