Dear P.r. Woodard:
A full participation emergency preparedness exercise will be conducted at the Catawba Nuclear Station near Rock Hill, South Carolina on February 15-16, 1984.
The exercise will consist of a simulated accident at Catawba which will escalate to a general emergency and involve planned response and recovery actions by North and South Carolina.
During the simulated emergency, an off-site radiological release will occur and require responses by off-site personnel.
In accordance with NUREG 0654, the objectives of this exercise for North and South Carolina are as follows:
North and South Carolina 1.
To test and assess the initiation and implementation of South Carolina's and North Carolina's plans and organizations with respect to a radiological emergency at the Catawba Nuclear Station.
2.
To test the ability of South Carolina and North Carolina to assess the impact of a radiological emergency on the public

and to carry out the required alert and notification plans of response forces and the public.

To test the statellaw enforcement capabilities to secure I
evacuated areas, direct traffic, and reduce / mitigate crime I
under extreme circumstances.

10.
To test decision-making related to emergency action levels.
York, Mecklenburo and Gaston Counties To test and evaluate the operations of the York, Mecklenburg and Gaston Counties Emergency Operations Center.

Radiological emergency medical care available to evacuees and to utility personnel as negotiated in Letters of Agreement.

County law enforcement capabilities to secure evacuated areas, direct traffic, and reduce / mitigate crime under extreme circumstances.
