- 2) a discussion of a second model which involved restricted traffic flows, i.e.,
all traffic sent directly to assigned reception centers with little to no traffic passing between. North and South Carolina, and 3) a fastest way out model which is a refined version of the first or free flow model. Traffic con-trol points recommended for use in implementing the fastest way out model in the Rock Hill vicinity were discussed.
It was deceide that the fastest way out model would be adopted and work would proceed toward completion of Evacuation Time Estimate report (NUREG-0654, Appendix 4). Maps in the report will be expanded to show the routing of South Carolina residents who have crossed.into North Carolina and who desire public sheltering back to their designated shelters, i.e., Bethany via 1-85 and Lan-caster via US-521.

With regard to our commitment to provide the states with supplementary data for an evacuation time estimate for each zone and adjacent zones as noted in.the memo to file dated 1/26/83, the State of South Carolina will submit to us an order of zone or area sequencing to be used in preparing this supplemental data.
Scheduling of the study is antic' pated to be as follows:
First Draft Approximately March 8, 1983 Meeting to Review Comments Approximately March 22, 1983 Final Report Approximately April 9, 1983 Supplementary data will be generated in parallel with the Appendix 4 study and will be forwarded to the states as received.
